Rice comments on U.S.-Turkish relations

Today Secretary of State Condoleezza Rice addressed an audience at the American Turkish Council’s 27th Annual Conference on U.S.-Turkish relations, expressing a desire for cooperation between the two governments. Rice assured her audience that the U.S. is developing a strategy to suppress the guerrilla organization PKK, or Kurdistan Worker’s Party. Rice also mentioned Turkey’s strategic location for oil transfer and the importance of investing in renewable energy, and said that the U.S. continues to support Turkey’s candidacy for membership in the European Union. Stressing the importance of an open democratic government and society, Rice said that the U.S. also supports amending Article 301 of the Turkish penal code that condemns criticism of the government.

When asked by an audience member about her perception of the recent NATO summit at Bucharest that she attended, Rice said that it was a great success with real conversation and progress and demonstrated that the Taliban in Afghanistan fears NATO. She also applauded the admission of new members despite controversy over enlargement of the treaty.

Recent Developments in the Politics of the Kurdish Question in Turkey

Problems facing the Kurds in Turkey have gradually accelerated. The US position in this perspective is getting complicated. Kurdish cooperation in Iraq is vastly important for the US as well as Turkey’s support in the region. However, the ongoing rivalry between Turks and Kurds is becoming a major issue for US foreign policy.
The Woodrow Wilson center (WWC) held a discussion today on ‘Recent Development in the Politics of the Kurdish Question in Turkey.” the presenters were Henri Barkey, the chair of the Department of International Relations and a professor at the Lehigh University, Gokhan Centinsaya, fellow at the WWC, Aliza Marcus, author of “Blood and Belief: the PKK and the Kurdish Fight for Independence” and lastly, Nicole Watts, assistant professor at the Department of Political Science at San Francisco State University.
Gokhan Centinsaya started off presenting the audience the history of the rivalry. He mentioned the Treaty of Lausanne in 1920 and the Baghdad Pact.
Aliza Marcus talked about the foundation of the Kurdistan Workers’ Party (PKK). She mentioned that the organization is still the dominant political organization amongst Turkish Kurds. According to Aliza Marcus, the PKK has the support of the majority of the Kurds in Turkey, because the Turkish government was not and still is not treating them like true citizens.
Nicole Watts continued the discussion by talking about the importance of a moderate alternative for the PKK to work for the people without any terrorist acts. This moderate alternative should emphasize firstly, the linguistic and cultural rights of the people and secondly, distance itself from the PKK and act independently. DTP, Democratic Society Party, is an example of a moderate alternative, however party’s leadership has proven itself to be weak.
The presentation from the speakers came to its end by a concluding remark from Henri Barkey. He mentioned the recent clash backs in northern Iraq and defined it as a political move from Turkey’s side rather than military.

President’s Schedule
At 8, the president had his normal briefings, then at 10:30 he will have a briefing by the Office of Faith-Based Community Initiatives. At 11:00 he meets with the National Governors Association. Tonight at 7:00 the President will make remarks to 2008 Republican Governors Association Gala at the National Building Museum.

This morning the White House will release a statement responding to the Washington Post Op-Ed by Congressional Democrats on FISA.

Perino also announced that King Abdullah II and Queen Rania of Jordan will visit the White House on March 4, 2008.

Governors
Responding to a question about governors possible infrastructure improvements as part of a second stimulus package, Perino said that the President will meet with the governors and hear their views. Infrastructure improvements were not sought as part of the first stimulus package because they take time to have an effect.

Turkish border
On the Turkish forces going into northern Iraq, Perino said that it was not an ideal situation, but that the “PKK is a common enemy of Turkey and the United States.” She said that the White House hopes this is just a short-term incursion and is in contact with Turkey.

Kosovo
Responding to a question about Serbian parts of Kosovo wanting to remain part of Serbia, Perino said that there are people with mixed emotions, and the White House has encouraged Kosovars to ensure minority rights are protected.

Cuba
Perino said she was not aware of any discussions about possibly lifting the embargo against Cuba.

Supreme Court gun control case
Vice President Cheney has signed on to amicus brief filed by a party other than the Department of Justice. Perino said, “It’s no problem.”
