Todd Tiahrt (R-Kan.), ranking member of House Labor-Health and Human Services Appropriations Subcommittee, accuses the federal government of not creating enough businesses and jobs in America, for the decline in manufacturing jobs and hence, the H1N1 vaccine shortage. (1:03)
