Blair Ruble, Director of the WWC’s Kennan Institute, argues that the U.S-Russia Summit of July 6th-8th was a ‘non-event’ because of the context in which the summit took place. Ruble explains that other events such as the G8 summit and Michael Jackson’s funeral may have driven popular attention away from the President’s highly anticipated trip to Moscow. (0:30)
