Boehner: Waxman-Markey Bill Actually Increases CO2 Emissions

House Minority Leader John Boehner (R-Ohio) explains how the Waxman-Markey energy tax bill will actually increase carbon dioxide emissions. Boehner says that energy production that was once performed in the U.S. will be done in countries with less stringent environmental protection, thus boosting carbon dioxide emissions (0:31).
