		<description>while the subsides will be appreciated by the millions of americans who have lost their jobs and are allowed to continue their health insurance benifits, the $21 billion DOES NOT help at all with the millions of us who are denied COBRA health insurance by the companies that terminated them.  I found this out when the company i had been working for failed to allow me to continue my health insurance.  The reason why is that they failed to send me the required signup forms for 22 months.  Even though the law allows the Labor department and the IRS to level civil penalties and to force enforcement of the COBRA law, they refuse, stating that they do not have the resources to pursue violations of the Act.  $21 billion to make the payments, but $0 to enforce the law.  Typical government action.</description>
