McCaskill says tax cheaters know nothing is going to happen

Senator Claire McCaskill (D-Mo.) says deterrence works best in the business community at a hearing on payroll tax abuse. McCaskill says that when business people see other business people on courthouse steps, they pay attention. McCaskill emphasizes that those who continually ignore tax notices without the threat of prosecution know that nothing is going to happen. She says this is unfair to people who pay taxes. (0:57)
