Hostile regimes cause current nuclear issues
Jack Spencer, Research fellow in the Thomas Roe Institute for Economic Policy Studies at the Heritage Foundation, says that currently our nonproliferation regime possesses adequate resources to deal with current international nuclear issues. However, he says that the problem lies in hostile regimes that are desperate to gain nuclear technology (:36).
