At a hearing held by the Senate Homeland Security and Governmental Affairs Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia, Richard Greene, deputy director of U.S. foreign assistance at the State Department describes how there are always more variables to consider in foreign assistance, but there is also more promise and hope.
