A statewide plan could work nationwide
Gov. Martin O’Malley (D-Md.) speaks to the Senate Homeland Security and Governmental Affairs Committee about the performance measurement plan he used in Baltimore, Md., as mayor, and is currently using statewide as governor. O’Malley says that the plan helped with communication between law enforcement agencies, as well as prison reform. (1:40)
