Warlick, Principal Deputy Assistant Secretary for International Organization Affairs discusses the threefold aspects of the ‘responsibility to protect’ before a hearing on policy options for international disaster assistance. He narrows the scope to individual responsibility, peaceful measures by the international community and stronger action by the international community through the United Nations Security Council.
