Root cause of disaster should be dealt with

At a hearing on international disaster assistance, James Kunder, Acting Deputy Administrator of the U.S. Agency for International Development cautions about the complications that can arise if a country pulls out after offering humanitarian aid. Kunder brings up the point that whatever brought up the problem in the first place would eventually resurface unless dealt with. (0:56)
