People not taking advantage of free money?

House Democratic Caucus Chairman Rahm Emanuel (D-Ill.) explains that out of all the tax credits available, the Earned Income Tax Credit has the lowest rate of participation. Emanuel claims that this is due in large part to the complexity and the lack of knowledge of the program. (0:12)
