American jails full to the brim

Bobby Scott (D-Va.), Chairman of the Crime, Terrorism, and Homeland Security Subcommittee, says the “get tough” policy on gang violence has led to a large increase in prisoners in America. He says Since 1982 the amount of incarcerated Americans has multiplied by 10 and it has become very expensive for American citizens. (1:00)
