SEC Chairman says more changes need to be made

Securities and Exchange Commission Chairman Christopher Cox says the SEC, or another regulator, must be given the express authority to supervise investment banks on a consolidated basis. He says the SEC has made significant changes to reflect the new reality, but that more still needs to be done. (0:45)
