    In my capacity as a classics major and in recognition of his having attained to the acceptable levels of fides, dignitas, and virtus requisite to such a position, I hereby bestow upon Richard Williamson the title of esteemed proconsular legate. His imperium is to be supreme and unquestioned by meddling praetors in the C.I.A. and Pentagon (and by retired legates, ahem, former envoy Natsios, ahem, who must de iure surrender their imperium or face prosecution by Marcus Cato), who are hereby barred from the cursus honorem and stripped of their attendant lictors, whom are to be given to Williamson.
