Department of Defense spokesman Geoff Morrell, answers a question about how the rising price of oil affects the budget for the wars in Iraq and Afghanistan, saying that the increased price of oil as well as the fact that Congress has not yet passed the war spending supplemental bill, do affect how the Department of Defense funds the war.
