Sen. John Kerry (D-MA) says that American troops should not have to sacrifice their lives as Iraqis "delay and squabble among themselves."

Kerry says that the amendment still allows President Bush to continue his campaign to train Iraqi troops and to protect American interests. It does not, however, allow the President to not do anything about Iraq.
