Lt. Gen. Steven Blum, Chief of the National Guard Bureau, says that state and local governments are not fully prepared for a nuclear disaster.
He tells Sen. Joseph I. Lieberman (ID-Conn.) in a Senate Homeland Security Committee hearing that although the military is not fully prepared to respond, they are better prepared now compared to the past months.
