Speaking at the hearing for a congressional DC vote today was Rep. Eleanor Holmes Norton (D-DC) who would be the recipient of that vote.

Rep. Norton countered claims that this is forbidden by the Constitution calling this "slander." Her speech was so passionate and heartfelt that Sen. Mark Pryor (D-AR) decided to co-sign the legislation because of it. (0:34)
