Sec. Gates continued his justification for such a large defense budget by providing "historical context."
To ease what he has deemed "sticker shock" Sec. Gates believes that one must realize $700 billion is 4% of our GDP. In the past, during war time, the defense budget has been much more than this. Here he directly refers to the Vietnam and Korean wars. (1:00)
