President of College Parents of America, James A. Boyle states that there is a mixed message when it comes to state funding when it come to higher education, America may face a massive college access crisis, in the House Education and Labor Committee hearing.

Boyle asks how student can aid account for less than 1 percent of the federal budget when more than 80 percent of the jobs that will be created in the next 10 years will require a postsecondary graduation, stating that federal student aid is more essential than ever. (0:31)
