During the question and answer period at the CSIS G8 summit discussion, a member of the press wondered how effective President Bush could be.
Simon Serfaty, advisor of the Europe Program at CSIS, says the President has always been dismissed, "even before Iraq," by the EU community, but that the current composition shows the least amount of hostility. (0:58)
