Rep. Patrick Kennedy (D-RI) discusses Mental Health and Substance Abuse insurance parity at the House Ways and Means Sub-committee on 3-27-07.
Rep. Kennedy says that the irony of denying inidividuals "agressive" mental health care is that by the time they are treated, their condition is chronic, becoming more costly. He adds he has not seen a problem with people abusing the mental healthcare system, particularly because of the stigma associated with doing so. (0:57)
