Al Gore formally proposes in his testimony before the House Committee on Energy and Commerce and Committee on Science and Technology that we should move up the date of the next treaty, now scheduled to begin in 2012.

According to Al Gore, the new president should not just ratify a treaty that will expire by when it’s ratified but negotiate and ratify a new and tougher treaty that would began in 2010. (0:54)
