Executive Director at the Center on Budget and Policy Priorities Robert Greenstein states that President Bush introduced significant and badly needed increase in Pell Grants.

During a conference call concerning the report "President’s budget would cut deeply into important public services and adversely affect states," Greenstein points out that Pell Grant increases are financed by cuts in different loan and student aid programs that might be deemed controversial.
