TRNS Correspondent Dheeraj Chand asks Elaine Maag of The Brookings Institute about ask about what percentage of Earned Income Tax Credit/Child Tax Credit dollars go unclaimed
and how her proposals could help enhance the efficacy of the tax
credit. She claims that estimates indicate 86% of EITC dollars are
claimed, and simplifying the system would include starting CTC at
first dollar of earnings, publicizing the tax credits, and combine
