Jared Bernstein of the Economic Policy Institute firmly comes out against coupling tax cuts with a minimum wage increase.

Jared Bernstein, Director of The Living Standards Program at the Economic Policy Institute, says there is consensus on raising the minimum wage, an
increase should not be coupled with tax cuts. It will cost more and
will not be targeted at small businesses and low-wage employers,
coupled with the fact that tax cuts continue unabated while the value
of the minimum wage erodes over time.
