During the 33rd Annual American Legislative Exchange Council Conference in San Francisco, Mississippi Governor Haley Barbour tells Talk Radio News Service about the outlook for Mississippi almost a year after Hurricane Katrina. Governor Barbour says that 99% of the debris has been removed and that Mississippi is "well into the reconstruction phase". (1:00)
