Senator Orrin Hatch (R-Utah) speaks on the Flag Protection Amendment which would give Congress the authority to prohibit desecration of the American flag
Senator Hatch states that 49 states plus the District of Columbia had anti flag desecration statues before 1989, and thereby proposes that the Flag Protection Amendment would "return power back to Congress" (0:59).
