During his remarks on comprehensive immigration reform, President Bush addresses the budget.
President Bush states that "the fundamental question is: are we going to have rational spending in order to balance this budget." He lists what money is needed for and says that if Congress "busts the 92.2" billion dollars he is asking for, he is "going to veto it." (0:34)
