Department of Homeland Security Secretary Michael Chertoff discussed immigration at a press conference.

Chertoff says that it is not enough to simply annually arrest a million illegal immigrants attempting to cross the border, they also must remove them. He says that previously the United States had an "arrest and release" program, not they need an "arrest and remove" program to deter potential illegal immigrants (:15).
