Congressman Bill Shuster (R-PA) says during a press briefing that FEMA has suffered from being joined with the Department of Homeland Security.

Shuster says that DHS caused a brain drain of 20% of the disaster professionals from FEMA. Furthermore, he explains that prior to the creation of DHS, FEMA had three well-trained response teams; but before Katrina, FEMA only had two response teams that were disconnected from each other. (:49)
