At a Senate Democratic Policy Committee Hearing on post-Katrina reconstruction, Senator Mary Landrieu (D-LA) says that New Orleans was devastated by collapsing levees.

Landrieu says that the Louisiana federal levee systems were so under-repaired and the Corps of Engineers Budget for Infrastructure and Civil Works was so under-funded, that New Orleans was not just hit by a hurricane, but a flood "of biblical proportions" (:40).
