At a Senate Democratic Policy Committee Hearing on post-Katrina reconstruction, Senator Byron Dorgan (D-ND) says that FEMA is incompetent.
Dorgan says that Congress has appropriated "billions and billions" of dollars to help the victims of Katrina, but instead he hears enraging stories of incompetence. He says that the contract abuses are unacceptable and he will be calling for an Inspector General investigation of FEMA (51).
