At a Senate Committee on Commerce, Science and Transportation hearing, Dr. Mark Cooper, Director of Research, Consumer Federation of America, says the Federal Trade Commission’s definition of price gouging is too limited.

Cooper says that in the FTC report, the definition of price gouging is "that if everyone is raising their prices, there is no gouging." He says that with this definition, it will be impossible to find any gouging (:28).
