At a National Press Club event, Senator Russell Feingold (D-WI) says the administration has failed to reveal what the warrantless wiretap program actually does.

Feingold says that even though the 1947 National Security Act requires that all member of the intelligence community be briefed on programs like warrantless wiretapping, the administration has only allowed a small subcommittee of the intelligence committee to hear briefings from the White House. He says that Congress has been unable to get the administration to provide any information about what the warrantless wiretapping is (:34).
