Assistant Secretary of Defense for Homeland Defense Paul McHale says, in a press conference on the President’s immigration plan, that law enforcement on the border will remain a civilian function.
McHale says that the Department of Defense will not directly apprehend or control illegal immigrants on the border and the National Guard missions will be similar to the annual training missions that are part of the counter drug programs. However, he says that the size of the force and the amount of resources will be much better (:35).
