At a National Press Club luncheon focusing on emergency preparedness, Department of Homeland Security Secretary Michael Chertoff discusses initial response to a possible avian flu outbreak.
Chertoff says that an avian flu outbreak would first be felt on a local level, and that adequate education, thoughtful planning, and resources devoted to preparedness are essential to any sort of a response. (0:34)
