Senator Robert Byrd (D-WV) asks Acting Associate Director of the Mine Safety and Health Administration (MSHA) David Dye how many times closure orders have been used during a Health, Education, Labor and Pensions Committee meeting on the state of mine safety and health.

Dye explains that closure orders close the area affected by the violation and had been used 18 times at Sago over 2005 and that as soon as the problem has been abated, the area must by law be reopened. (1:04)
