Rep. Lois Capps (D-CA) asks Joint Chief of Staff Vice Chairman Edmund Giambastiani, Jr. when he thinks the United States military can leave Iraq, and how that might affect the federal budget.

Admiral Giambastiani says while he cannot guarantee a schedule for a pullout from Iraq, he says that the military does not want to stay there forever. He says that the transfer of control of military bases to Iraqi security forces has increased recently, and that transfer will speed a U.S. military withdrawal from Iraq. (1:23)
