Senator Patrick Leahy (D-VT), Ranking Member of the Senate Judiciary Committee says at a Committee hearing on surveillance that the President and the Justice Department must faithfully execute the laws.
Leahy says that neither the President nor the Justice Department has the right to write or pass laws, and they certainly cannot pick and chose which laws to follow. (0:35)
