Former Virginia Governor Jim Gilmore responds to the observation that President Bush is not enacting strictly conservative policies concerning the Department of Homeland Security at the Conservative Political Action Conference.

Gilmore says he believes that homeland security can be handled appropriately while maintaining our civil liberties and that we should be going to the state and local levels to get them working on homeland security. (:48)
