Former Virginia Governor Jim Gilmore responds to a question on what the Department of Homeland Security still needs to do in the wake of Hurricane Katrina at the Conservative Political Action Conference.

Gilmore says the sudden break of the levees showed an inability to deal with the issue at the state and local level. Gilmore also states that there is no sufficient response plan, and nobody knows who is in charge in the event of a catastrophe or a terrorist attack. (1:01)
