At a Brookings Institution discussion regarding areas affected by Hurricane Katrina, Don Powell, Federal Coordinator for Gulf Coast Rebuilding, says that rebuilding the Gulf Coast is dependent on the local people’s plan.

Powell says that President Bush has expressed commitment to the Gulf Coast and that he has made it clear that the plan for rebuilding should to be local, not for the federal government. (0:30)
