Victoria Jones asks Press Secretary Scott McClellan if the Vice President’s Office is acting independently of the White House by lobbying Congress for what may be a torture exemption for the CIA.
McClellan asserts that, although President Bush will do whatever is "necessary" to wage the war on terror, the United States is still bound by both laws and values that preclude the use of torture. (3:16)
