Taylor, who lost his home to Katrina, asks Gregory Rothwell, Chief Procurement Officer at the Department of Homeland Security, why electricity is not being handled appropriately for victims of Hurricane Katrina today. Taylor says that the government is not utilizing its resources effectively. (0:47)
