President Bush speaks at the Department of Energy on the impact that Hurricanes Katrina and Rita have had on our petroleum supply, and promises that measures will be taken to make up for the shortfall.

President Bush says that he is prepared to tap the Strategic Oil Reserves by allowing Homeland Security to waive restrictions on fuel transportation. He will allow transportation of fuel from other countries to temporarily relieve the petroleum shortfall. (1:30)
