Representative John Spratt (D-SC) reveals to the House Budget Committee that they don’t have a plan in place for deficit management.

Spratt reminisces about the initiatives put into place to turn the deficit into a surplus in the "years past." He talks about the caps on discretionary spending and how the Pay As You Go rule kept tax cuts from worsening the deficit. Without renewing these actions or implementing new ones, Spratt says more spending is eminent.
