President George W. Bush expresses his contentment in appointing John Bolton as UN Ambassador at a press conference

Bush explains that "partisan delaying tactics" have prevented a UN ambassador from being appointed and approved through the Senate. Bush says he has taken the necessary action and has used his constitutional authority to appoint Bolton, who he feels is the best choice for UN Ambassador. (:57)
