Former CIA Middle Eastern specialist Reuel Gerecht suggests torture has existed throughout human history because it is effective during a Center for American Progress panel discussion.
Gerecht hypothesizes that all Western societies would use "rough tactics" if the situation warranted it. He goes on to suggest that the American people should decide which interrogation tactics are appropriate through the democratic process. (1:12)
